I use my phone alot to watch shows. Is there any way to not have to log out and log back in when the app switches between the two? This is getting really enoying. If there is no work around can plex put it in a future update to have this switch without the issues.

Try entering Airplane Mode for a few seconds when switching networks. Should not need to do so, but it is faster than a logout/login.
FWIW, I’ve a Pixel 6a/Android 15/Plex v10.26.0.2578. I’ve never had to sign out / sign in when switching between mobile and WiFi (home or other).
Alternatively, try “Switch User” to a different user in your Plex Home, and back.
