Have to pause and restart movie to get downscaling/conversion to work Nvidia shield Pro

I have an Nvidia Shield Pro running my Plex server. Media is stored on a separate PC setup as a NAS. I currently have a 1080p projector so all the 4k HDR media has to be converted down (upgrading next year hopefully). So for n ow, when I play a 4k HDR movie, I have it set so the Shield does the transcoding. This issue doesn’t happen every time but at least half the time I play a 4k movie it starts and looks washed out, If I pause it, exit back out to the library and go back to the movie it then looks great.. Just not sure why I would have to do that occasionally.

Is this normal or has anyone had an issue like this?

AFAIK, the Shield can do all that while playing the original file. So there is no need to invoke the Plex transcoder.
Disable the resolution switching in the settings of the Plex player. But keep them active in the global Shield settings. That way you can also make use of the tone mapping and the AI scaling that the Shield has.

As far as I understood it, my settings should already be set so that the Shield does it all but I may be wrong. This is what I have set in Plex: Should I change any of these?

These settings are for the Plex transcoder. The goal is to avoid using that one, as it is often too straining for the Shield.

Not the Plex Web app. When I say Plex player settings, I mean those in the big screen Plex Android client app (the one you are opening with the remote control of the Shield).
