If this is not the first installation of Plex server on this computer, you need to perform https://support.plex.tv/articles/204281528-why-am-i-locked-out-of-server-settings-and-how-do-i-get-in/ to remove the old account data from the advanced server settings (which are not removed when you uninstall Plex server).
