Have you configured and tested remote access?
I followed the directions on how to set up remote access and still not working
it says on the the player " verify you have a network connection and the server is online" when i go to the server it says " Fully accessible outside your network"
These guides are useful for troubleshooting remote access.
Can you confirm your Windows PMS version? Is it 1.18.4.2171?
It looks like when you attempt to connect remotely, you do so through a browser rather than a plex app on a phone/laptop. Any reason for not using a Plex client?
ive tried using both the client and web… both say that my server isn’t av.
I use windows 7 and Windows 10
By this do you mean that your server is accessible from the internet, but you just can’t connect to it from outside the network?

Can you qualify what Plex client (and version) you have tried?
I can connect inside of my network but no where else… I am currently using my uncles network to try and connect to the server…
and yes that is the screen i see…

Have you tried connecting outside the network using a Plex smartphone app?
When on the inside of your network and you click Home > More on the left sidebar of the Plex web UI, what does the account icon look like for the PMS server? For example, does it look like the first one below (the B next to DVR) or the second (the B next to FreeNAS)?

When on the inside of your network and you click on the server in the Settings sidebar, does it say the local PMS server is nearby or remote? For example:
