HD HomeRun Connect - Windows 10 - will not play locally. this is the same computer as the plex server is running.
I get the circle spinning around and sometimes I get about 3 or 4 sec of playback but then freeze frame and spinning circle.
I tried recording and that seems to work.
also some questions
- how do you setup where the shows will record to?
- how do you set the quality of the recordings?

What client are you using locally? A web browser (if so, which one and are you pointing to 127.0.0.1 or something else)? Plex Media Player?

how do you setup where the shows will record to?
First, you setup a library with the correct type (TV Shows, Movies, etc…)

When you schedule a show to record, if you have more then 1 folder of the type (TV Shows, Movies), then you can select which folder to record to.

I have tried Chrome and Edge browsers, both browsers bring up my libraries and the Live TV EPG, If I click on a channel it opens and starts to buffer but only plays a few sec. then not nothing but spinning buffer circle. sometimes I have a little bit of recorded info on the timeline I can go back to using the 30sec back.

how do you set the quality of the recordings?
Plex DVR records whatever your device (tuner) sends it. If you have an HDHomeRun Connect, it is mpeg2 and the resolution depends on which channel you are recording. If you have an HDHomeRun Extend, it can do some transcoding to various quality.
After recording, some folks (me included) use MCEBuddy to transcode and cut out commericials. There is also an Optimize feature in Plex that will create transcoded versions of various shows in addition to keeping the original. Is the URL pointing at 127.0.0.1 or at https://app.plex.tv/desktop?
Will it play remotely? Will it play remotely with the web client? You might want to try downloading Web Media Player and see if that works better.
i will try the web media player but I just tried my mac using chrome browser pointing 127.0.0.1and it worked better. It played then froze then played then froze. and I can see the timeline advancing and I then can go back 10sec or even 20 sec and it plays. It seems like the buffer is not fulling quickly enough to play in real-time and give me the rewind.
If I use the HDHomeRun app it plays great on the window, mac or phone.

I know my brother was down in Mexico attempting to watch my Plex box on his MacBook Pro. From the web browser, it didn’t work the best. I told him to install the Plex Media Player and it worked perfectly.
This seems like a buffer issue. this is happening across all plex playback but not the HD home run app or Kodi home run app.
I believe it has to do with the DVR not keeping up with playback. my system will play a little then wait until it records some more in the background then play that and if you backup the timeline it plays smooth until it reaches the live playback then it does the above.
where is the temp recording stored for live playback?
