Since your list of locations the recordings do not play are all on a PC I would suggest the Plex Media Player downloaded from Plex.tv. The Windows Store App is old and as far as I recall is not being updated.

I have installed Plex Media Player and this plays the DVR recordings fine.
Is there any chance of getting it to work in Chrome browser?
What network are the shows being recorded from? Are they via Antenna or Cable?
Does the browser show an error when the show doesn’t play? What happens when you try to play the file?
Normally if Plex cannot play a video natively in a browser, it will transcode it to a format (H264) that does play. So it’s a little weird that it’s not playing. It means we’d need more information about what’s happening when it’s not playing.

no error, just one frozen frame of video, a buffering circle and the time doesn’t increase

Chrome doesn’t play in ‘Original Quality’, but does play when transcoded to lower bit rates. MS Edge web client and Plex Media Player plays fine in ‘Original Quality’ from same PC.
The PC and server are on a wired gigabit ethernet network, but the DVR recordings play fine on a wireless win10 tablet with Edge and Plex Media Player.
