HDHomeRun playback "buffers" after more than an hour

This one has me a bit baffled. When watching live tv (OTA, not cable) via plex, playback buffers after about an hour, sometimes 2 hours. This happens on every device including samsung smart TVs, mobile devices and PC running plex app. I can watch the tuner via VLC for hours and no issues. I get playback errors on all devices when trying to change playback settings to anything other than original. My system specs: Supermicro X11DPi-NT, dual Intel® Xeon® Platinum 8160 CPUs @ 2.10GHz, 192 GiB DDR4 Single-bit ECC RAM and 4x 20tb Seagate X20 SAS3 drives. All dockers and VMs are running on an M.2 ssd. I had this same issue with my older server with significanly lower specs, but I never really had time to troubleshoot. I’m not sure if this is a transcoding issue or something else. Is the live tv stuff still broken? Plex shows in the dashboard that playback is direct play. I’ve tried with hardware acceleration both on and off (I do have PlexPass). This issue also happens whether the TVs are on wifi or ethernet conencted. I’m not really sure where to look and any advice would be greatly appreciated.
