Let’s start with sharing some more details on what you did and what your issue is.
Your post isn’t very clear and I’ve no idea how we could help you based on that…
I activated plex then he told me to create a bookshelf I created it but I clicked the wrong folder, then I tried to delete plex and create another account and the set-up no longer made me do what I can do

I think you selected the wrong directory for your library?
This is easily fixed; you simply need to add the correct one and remove the wrong one 
click on the 3 vertical dots to the right of you library and then select Manage Library and then Edit…
Then select Add folders:
You can now see the folders in your library:
I have a lot so need to scroll down to the bottom:
From here you can click on the BROWSE FOR MEDIA FOLDER to add a new folder and then click on the cross on the Right of the Wong folder to delete it.

There’s no need to delete Plex in order to update / modify a library/bookshelf after you created it. You can always change it so it’ll look for a different folder. (see jchhenderson’s post above).
Can you still access your Plex Media Server using the first account you had created?

- Do you mean you cannot find the folder (you cannot navigate to it)
- Do you mean it you can find it but it will not “save”
- do you mean something else?

Where is the directory you cannot add? (eg: attached drive, networked drive…)
I have a QNAP and cannot add non QNAP directories to it.
I use it from windows 10

directory is a another name for folder. Is the folder with you media on it also on your Windows machine?
