I would recommend rolling back to v 1.18.0 and see if that fixes the issue.

Rolling back on Windows works as follows: note down your current Plex Server software version Stop Plex Server using its tray icon. uninstall Plex Server with the regular ‘Apps’ control panel of Windows. Do not use 3rd party ‘uninstaller’ software like Revo etc. Do not use Registry cleaners/optimizers. go to your Plex data folder.
