The problem is the Indirect connection. The stream is being tunneled through servers at plex.tv and is limited to 2 Mbps (1 Mbps w/o a Plex Pass).
If those devices are local, then you’ve some local network problems to fix.
If those devices are remote, then your remote access is not working correctly.
For remote access issues, the port forwarding statement in your router must align with how your Plex server is configured. Review the thread from June and make sure things are configured correctly. If it still does not work, then we can go over things again.
