HEVC transcoding failures to ROKU

Server Version#: 1.16.6.1592
Player Version#: Roku Ver 6.3build 14

Not finding answers or others with these issues.
H.265 videos after upgrading to latest server version, are beginning to spool after 10 minutes or so, after third spool I will get a Server not powerful enough to transcode video smoothly, and have to leave the video.

In previous versions I would only have to worry if I had a corrupted video.
Hardware is
Windows 10 ver 1903
Xeon E3-1270v2
32GB ram,
Nvidia GTX 1030
512GB SSD OS Drive 390GB free
1TB SSD Media Drive 200GB free

Turning on hardware acceleration will cause server to crash. Found this is due to lack of processor support, and disabled hardware acceleration.

Setting the Transcoding engine to make processor burn, does not actually change the problem.
CPU load will typically be only about 10% when video is reached the point it needs to spool on the ROKU. Which is same as automatic setting.

After paying attention, there seems to potentially be a memory leak in this beta version.
The player will start spooling out after about 12 minutes of play.

Attached are two consecutive log downloads, one after the first spool out, and one after a second. both times playing/ transcoding the same file.
