High cpu usage transcoding only 1 movie

Hello. I’m new to Plex and transcoding. When using plex some of my movies are using very high cpu %. I’m using Plex only localy, to stream to my lg smart tv. The high cpu usage also happening when I’m watching plex on the host computer.

First of all, Is it normal? I have a decent pc. (GTX 1080, I7 7700k 16 gb ram).

Also, what can I do to make my cpu usage lower without losing stream quality?

Edit 1: did some testing and when transcoding 1080 video most of the time it spikes to 100% then going down to 15-25 %.
4k is a different story. even after 5 minuets the cpu usage is standing at 70% to 90% cpu usage.
