Yesterday, my home lost internet connection for roughly 2 hours. Upon the connection coming back up around midday, I assumed everything was fine. Later that evening, we tried to watch a movie via our Plex server but experience horrible lag issues where the movie would try to load and it would get stuck on 13%. After 2-3 minutes it would finally load but within 3 second it would start to lag.
I should mention that I have experienced this issue before, back in January of this year. During that time, after countless days of no solutions to this problem, someone on reddit suggested that I uninstall the Plex server and reinstall it. This actually ended up working like a charm and it had been running perfectly ever since…until yesterday after this internet outtage. I am really frustrated because uninstalling the server will mean I will have to reupdate all media libraries as well as all of the cover art and background images in those folders. This is very time consuming and took me weeks to finish last time. I am hoping there is a better, more convenient solution at play here.
For reference, I have my Plex server installed on a Windows machine which is hard wired by ethernet to internet. I am then using multiple Roku devices in my home to wirelessly stream movies/shows using the server. My internet speeds all seem perfect. I tested on my computer and it was 300mbps download, my Roku devices (which again are connected via wifi) are at 187mbps. On these Roku devices, I am using apps such as YouTube Live TV, Netflix, HBO Max, Disney+, Hulu, Amazon Prime and Spotify - all of which are working perfectly fine. Plex is my only issue.
I took a screenshot of the dashboard during playback today and it is showing that the local speed is only 5mbps - wtf?

Please let me know how to fix this. We love Plex but this issue is happening too often at this point and I can never seem to get quality help with the problem.
