Currently I can access my plex server from outside my home network, from any device, any ISP, any country but I cannot do it from my neighbor’s tv. I tried accessing it from all my neighbors’ devices and it doesn’t work. They all use the same ISP that I do. Is there any setting, trick that I can use? Is there anyone here who had the same problem?
Try setting the secure connections setting to “allow fallback to insecure connections” on your neighbors TV Plex app and let me know if that helps.
You will find this setting under Settings > Main > Allow Fallback to Insecure Connections.
Is port forwarding setup correctly? Check your server settings --> remote access. If you test your port and everything works great, you might be victim to the same bug I am which has no timeline to be fixed. I can access my library remotely from a browser, but not a Samsung smart TV (I used to be able to do it on a TV until I updated Plex when this bug was introduced).

Port forwarding is working just fine. I think this might explain it. Same thing happens when accessing from an LG tv, not only Samsung.
I took my netgear router, installed dd-wrt, configured duck dns, had it match open, ensure port fowarding was on including unpn (forgot, something along those lines) and was good to. Just typed domain.com:32400 and called it a day.
