How can I enable it without an EPG?

Hi,

I have a HDHomeRun that can find the TV channels on the cable broadcaster I use, citycable.ch. meanwhile I can’t find an EPG in XML or through the installer. Is it possible to activate the DVR/LiveTV without? Any other suggestions

This is not possible. But you can use a custom xmltv file in Plex to add EPG manually.
There are some tools which can grab the EPG and creates a xmltv file four you which you can then be used in Plex DVR setup.
