How do I add media?

Server Version#: latest for ubuntu 18.04

This sounds like a dumb question, but there seems to be no way to add or specify any library or media.
I have used Plex for a while, but am now reinstalling a clean setup. Whenever I try to add media it tells me to download the server, which is already installed. There seems nowhere to specify a folder.
There is lots of guff about how to do it but none of the obvious options seem to actually exist. For example, the basic setup wizard sounds useful. How can I run it? It isn’t offered or on any menu I can find.

If I can’t solve this quickly it will have to be gerbera.
