Yes. When you install the server, it gets written into the registry as an ‘Autostart’ item.
There may be some antivirus programs which suppress that.
But even then, you should be able to select ‘Plex Media Server’ from your Windows start menu and get the tray icon after a few seconds.
And if the tary icon is present, you can get the web browser app too.
And if there is an update on that windows download number would I have to reinstall the server, and get rid of the old one?
You can do it that way,
but there is also an update mechanism which alerts you to a new software version and updates the server automatically after you tell it so.

I would like to get the remote access working, and assistance with setting up the cloud connection, so I can view my services from anywhere, which is why I purchased plex which I thought was an outstanding service when I tried it. Would you be able to assist me?

Did you search for Plex Media Server in the start menu of Windows?
Search for it and click on it.
Then wait a few seconds and look again for the tray icon.
Yes, Otto, I did that and after some time I found it. When I clicked on it the icon showed up in the tray. Now I am getting an error message saying check that the files exist and the necessary drive is mounted.
I give up. Something on your computer is seriously different from a normal system. Whether it is caused by an over-zealous anti virus software, a ‘Kiosk-Mode’ software or simply a messed up configuration, I cannot say.

Otto, I removed the antivirus software that was preventing the server from connecting. I can now access the plex movies from within the app. However, I am not able to get the app, the web app, or the client to play the movies. It just continues to buffer, then offers to cancel. Can you tell me what’s going on?

I can only assume, that the server still hasn’t downloaded necessary codecs. Probably the A/V software prevented that previously.
I’d try again to uninstall Plex Server (shut it down beforehand)
then reboot and re-install.
Then make sure you are still connected to the internet and start playback.
OKay, I will try that. At this point, the One protection AV is supposed to have been uninstalled. I don’t see it in the uninstall list anymore after having uninstalled it. So I am going to try to re-install the PMS
