I mean, if my pc is turned off then i can’t watch movie on xbox because nothing shows up… I can’t keep my pc on the whole time i’m gonna watch movie on xbox, i would rather watch movie on chromecast then… So how do you download or watch movie when your pc is turned off. Btw my all movies are saved on pc. Thanks… I’m really confused.
if you have Chromecast and have Android or iOS device with the Plex app you can sync to the Plex app then cast the synced media to your Chromecast. ( you cannot sync or cast to the xbox app )
The sync feature isn't currently available to the Xbox One. Personally, I wouldn't think that it's a feature that will be implemented any time soon (or ever). If you want access to your files, you need Plex server do be running (on your computer, NAS etc). Otherwise, do a copy of them on a USB-stick and use that with the native media player on the Xbox One.
No offense or anything but this is how Plex works. Sure, sync is great but it’s not a feature that should be expected.

Hey Mehmeed, basically if your movies are on you PC, then your PC has to be on.
No power = no streaming. Plex for Xbox is not a server that holds files, it just streams them from wherever you installed the server
it would be handy for offline situations
Plex is a "client"/"server" type program. The Plex Server needs to be available 100% of the time or there will be nothing/no server for the clients to connect to.
Clients can come and go, but not the Server as it has to be available.
Now with that said, the xBox can naively play most files with the built in apps. You could copy files from your PC to a big thumbnail/flash card or to a portable USB HDD and keep that plugged into the xBox.
