How does Plex work locally with little internet

I’ve been a Plex user for ~6 years and am a big fan and not previously had any problems.

My media centre is an overly powerful Linux box my clients are a mix of AppleTVs, Android TV, iPads and iPhones.

I have always previously had a decent internet connection (~100mb), that was way overpowered for what my house realistically needed.

During this period of the whole country working from home, my internet connection (Australian NBN) has often been somewhere between not much, nothing and useless (ie. 1mb).

I always thought that my local clients (ie. Apple TVs and Android TVs) connected on the same local network to the media server were moving data locally and hence the poor internet connection wouldn’t be an issue. However the Apple TVs say “network not strong enough to stream” and the Android TVs say “buffering”.

This can be something as simple as a 60mb home video taken on an iPhone 4. Nothing complex, difficult or challenging.

During this time the analysis of the server’s performance show’s it’s barely breaking a sweat and checking the network performance of an Apple TV shows strong (5ghz, 5 bars, about 4 meters from the access point).

Can anyone help me understand how this works - should it be going local? I am starting to suspect that the clients are pulling the content from the server through the internet and it’s just that I’ve never previously noticed. (I am a Plex Pass subscriber).

My clients allow me to connect directly to an SMB share, but I’m keen to stay in the Plex eco-system, and am a bit mystified as to where to look to fix this.

The easiest way to tell I think would be from the dashboard. Start a stream and you will see that there. It will say LOCAL or REMOTE w/ a local IP or Remote IP.
