How to 100% self host plex?

How I can setup my own private Plex server to be 100% independent of Plex’s services? So when Plex goes down (like it did this evening) or when my internet goes down (like it does on a semi-regular basis), the Plex server that is running 100% on my own hardware on my own private network can keep serving up media on said private network.

If I wanted to tolerate downtimes and internet outages, I would have stuck with Netflix or Hulu. I thought the whole point of Plex was you self hosted everything and if anything goes down it’s on your end. But apparently when Plex goes down, you go down as well.

I’m seriously regretting paying for a lifetime PlexPass. And apparently Plex is not the product I thought it was. This is frustrating.

When this happens, my local Plex server should still be able to serve up content stored on my local network.
