How to control Plex Media Server as a player remotely in iOS?

I have Plex Media Server sitting on a headless Mac Mini and I want to use this as a player to stream directly to an Apple TV. I want to be able to control the stream remotely from iOS. On my iPhone I can connect to this library and stream to the Apple TV using Airplay, but it is my phone that is actually doing the casting to the Apple TV, not the Mac Mini in the closet. Does any one have this kind of setup?

Basically I am trying to replace a system where I was controlling an iTunes library on the Mac Mini using Apple’s iTunes Remote app. But this has become extremely glitchy and unreliable.

This should work. You need to have the Plex app on the Apple TV already running. The casting ability is not able to open the app or bring it to focus from the background remotely. With the app running, on your iOS device, from the Plex for iOS app, hit the cast button at the top. The Plex app on the Apple TV should appear as a choice. Now, when you hit play, the stream will go from your server directly to the Apple TV.
