I have DVD order in the TV show advanced settings, but the show specials are still appearing out of order. The DVD order is also correct within TVDb.

Can you provide an example of the show name, files, how they’re structured, etc.
You need to edit the entire show, not the library or an individual season/episode.
Using Plex Web or Plex for Windows/Mac, go to the show library and hover over the show. Click on the pencil in the lower right corner. This opens the Edit "Show Name" window. Choose Advanced. Scroll down to Episode Ordering. Choose Airing / DVD / Absolute order.
If you’re already viewing the show (the page where you see the seasons), click on the pencil icon in the icon ribbon to edit the show. It pull up the same window as when you hover over the show icon.
Plex Media Player in desktop mode works as well.
“Refresh Metadata” of the whole show is necessary after changing things setting.
