Are you sure that you are using the hosted web app? https://app.plex.tv
And if so, that you’re not lobotomizing the plex app with a browser add-in, like AdBlock, NoScript, uBlock etc?
All types of browser add-ins can have an influence. Not only the above mentioned types.
Time for a re-installation of the server. Use a freshly downloaded copy.

When you edit the agent settings (the order or enabling/disabling) the files it writes to are in the PMS data folder ...Plex Media Server/Plug-in Support/Metadata Combination make sure those PMS has permission to write to those files/folders.
com.plexapp.agents.imdb has the “Plex Movie” agent priority settings in it
