The problem I am having with making PlexHome accounts for each Xbox One is that the play data is not carried over between Xboxs.
Xbox One in living room: Watch half a movie, then decide to finish watching in bedroom
Xbox in Bedroom: Where did I leave off? Now I have to find the spot and fast forward to it to finish.
Bah! I'm used to the resume feature and count on it to remember for me.
Looks like I will continue to use my Chromecast in the bedroom until this is fixed.
Is that an issue with the Xbox one app? Surely all the on deck data is stored somewhere server side for the clients to retrieve when they connect to the server? If you watch something partially on your front room Xbox and wish to continue on the bedroom and it doesn't show the correct watched status have you tried going back to the front room and checking on that Xbox? Have you also tried the other way around? So watch something in the bedroom and attempt to continue in the front room?
You shouldn't have to make separate accounts for each Xbox if you're wanting to continue watching elsewhere. They would need to be using the same account otherwise the watched status won't carry across as it'll be classed as two different users.

Are you using the same user account on both of the Xbox's? If you have different accounts set up this is to be expected and is likely not going to change. I've not seen this issue at all between the devices in my house, Xbox One & Xbox 360 included.
Here's a reason why this solution isn't great. I want to enable access for my children. If I try and create an account for them then I'm told they must be at least 13. So the only way forward is to lie about their ages, which of course I wouldn't consider for even one moment . Still, I'm sure nobody else has family members under the age of 13 and so it won't be a problem for anyone else.
This is currently the only way to get multi-user access. Plex has stated they are going for feature parity, but this is an early release for testing and still missing many things. There is a reason it's not currently a public app and is only available as an extra to Plex Pass subscribers and this is a big part of it. It will eventually show up, the real question is when.
Could someone tell me if I enable this on my XBox One, will the "on Deck" be "per user"? That is the feature I am after - I want to continue watching the TV series I am watching on my Plex account (which is the one with the plex pass), but would like my wife (who doesn't yet have plex account, but would create a free one if this works) to be able to watch her different TV series whilst I am at work, and for it to correctly show whats "on Deck" according the logged on user
I tried this tonight and initially it didnt work and had the same problem as an earlier user mentioned "Plex pass required" - I finally found the problem and its not specifically mentioned in the original instructions. When the "Non plex pass" user gets an email saying they have been invited to join a home, rather counter intuitevly, the big orange button in the email that says "JOIN", doesn't actually join you to the plex home, instead it takes you to plex and there will be a message in there telling you you have been invited, and there is a small green arrow you must click to accept the invite from there. Only after that will it work.
In my defence, the reason it wasn't obvious I hadn't joined the Plex Home groups was because, both the PC users are on the same PC, so when the non plex user logged on to the PC web app, they could already see the library (because it was running on the PC) so it looked like things had been shared, when in fact, at that point, they had not yet accepted the "join" invitation, so on the XBox, "plex pass required" kept coming up
