I can no longer downgrade Plex Server

Server Version#: 1.21.4.4054
Player Version#: Any
I have been having problems starting videos since version 1.21.3.4014 whether on my Nvidia Shield Pro (Newest version) or through the plex web app.
I have to hit play, get a spinning circle, wait, nothing, hit stop and play again and sometimes it will work sometimes I have to stop it 3 or 4 times to get it to play. Once I get it to play it works fine. until the next time I try to play something.
I figured I will just downgrade it but now when I try to downgrade I get an error right after I hit Install that says: Setup failed 0x80070666 another version of this product is already installed. Installation of this version cannot continue. I am unsure what to do at this point. FYI I am playing remotely over the Internet, I ran a speed test at home and got 500 down and then ran one where my server is and I get 800 up so it is not a bandwidth issue.
I googled that error and it seemed like it might be something to do with C++ redistributable so I uninstalled all of the versions I had and tried the install again and same error.
What can I try?

Did you uninstall PMS first? Windows does not allow downgrading. Uninstalling will not remove your configuration data, just the program files.

Careful: when you uninstall plex server, make absolutely sure that no software like “Registry optimizers” and “Windows cleaners” (CCleaner et.al.) are active, or you may lose your whole Plex setup.

Here is my concern. I am afraid this issue is not plex related but something else. If I look that error up it talks about C++ runtimes. I dont want to do an uninstall and then not even be able to install the latest one. I used to be able to install previous versions without uninstalling

What are you referring here to?
Plex Server or the C++ runtimes from Microsoft?

It lists a bunch of problems with C++ runtimes which leads me to believe the error is not related to Plex, but that. If that is the issue, it wont matter if I uninstall Plex, I will still get the error when I try to install it again. I dont want to have plex down and unable to install. Maybe I will just deal with this until the new version hits.

Then uninstall the C++ runtimes as well.
