How are you opening your web session to PMS? For a new server, it matters. See “How Do I Claim My Server” here:
In short, for your first access to a Windows-based server, you must use the Plex icon in the notification area to right-click and select “Open Plex…” This initiates the claiming process and then the setup wizard.
