The page in your screenshot is the regular login page…
If you’re not yet signed into the web app, you first need to authenticate with your regular credentials (e.g. e-mail/password, Google/Apple /… sign-in and MFA code if enabled)… then you’ll get to the linking page where you can enter the PIN code from the Apple TV app.

I did log in plex in Chrome on Windows 11
I opend new tab and type “https://plex.tv/link” in address bar in chorme.
