I am unable to add libraries. There is no option
Is this about a newly installed server?
In order to complete the setup you need to open your Plex Media Server through its local IP.
If you’re on the same machine… open http://127.0.0.1:32400/web in your browser. If you’re on a different machine inside your home network, use http://[PMS IP address]:32400/web instead. This will bring up a wizard/dialog where you can name your server and link it to your Plex account (as well as creating your first libraries).
Once you “claimed” your server (=linked it to your Plex Media Account), you’ll also be able to access it from other Plex apps or via http://app.plex.tv/desktop.

If your server is unclaimed, you need to access it locally (see above) to be able to manage it.
I have been this circle for about 4 hours. On the right hand side I see my computer but when I click on it I just get the circle going round and round for every. I have somehow got to where is says the server is unclaimed and have clicked on that and the forever circle going round and round.
I have had plex working on this computer before but I did a total reset to factory and have not been able to get it to work again.

Did you cover all steps from the related support article when starting over?
Please share your server logs if this still happens after you verified you deleted all references to the old server in your system (preferably wait 1-2 minutes after attempting to claim your server, then collect your logs).
Thank for your support. I finally went into regedit and cleared any reference to to plex in software there and then downloaded everything again and it allowed me to install the plex server correctly. All is fine and working.
