Do you have a Plex Pass? It is required to be able to record.
I did not see a way to add to this. I already had the tuner installed and had the Live TV & DVR setup. I just signed up for a 3 month free Plex Pass. Does this start immediately or do I have to wait? I do not see any way to record?

Hauppauge gives a free 3 month Plex Pass when you buy a certain tuner from them.
Your Forum Account does not indicates, that you have a Plex Pass!
Are you sure, that the account you specified for Plex @ the Hauppauge site matches the one you are using for Plex?
And if so, did you sign out/in on both your PMS server as well as on plex.tv and forums, to make this active?
I tried to register again the Plex Pass again and it said it was active. I did not see anything that said I had to sign out and sign back in. So I need to sign out of my plex server and both of my TV accounts?. Why the forums?
I signed out and signed back in with the forum and 2 TV I still do not see any way to record. I think I am supposed to see in (Live TV & DVR) a place that shows Refresh Guide and Delete DVR a star for DVR Settings, but that is not there. So how do I get to the DVR setting? Is there something else

A simple Google search of Hauppauge plex 3 month leads to this where it does clearly indicate 90 days of Plex Pass. How was that 3 month pass supposed to be distributed from Hauppauge?
If you had an activated Plex Pass, your username/account would have had PLEX PASS indicated next to it on this forum.
Have you checked your Junk or spam email folder that’s associated with the Hauppauge account? Perhaps a code or link for the Plex pass didn’t reach you properly.
So people up here can verify you have a valid PP. 
And I just looked up your account in our database, and it doesn’t have a Plex Pass!
So are you using multiple accounts?
This is the card that came with the WinTV-dual HD tuner. I when to the website that is on the card and put in the code that was on the card. I removed the code so someone else does not see the code and use it. I only have ONE account and my user name is treasuredphotos. My email is dhuston1947@gmail.com and my name is Dave (or David) Huston. Not sure what else I can due? Did I do something wrong? Did Hauppague give the wrong information on how to do it?
You need to go though the entire payment process including entering payment info for when it auto renews after the 90 days. If you don’t want it to auto renew you can cancel renewal after signing up
