I do not see the library section in setting sections and therefore can’t create or add libraries there. In the plex app I see the entry “+ your media” but when I click on it, in the right hand window I see a prompt for downloading the plex server. Problem is I have alreagy downloaded and installed the server.

Sounds like you installed the software but didn’t finish the setup.
Can you open the Plex Media Server via the bundled version of Plex Web? If you’re on the same device… browse to http://127.0.0.1:32400/web – if the Plex Media Server is on another device inside your home network, use http://[PMS IP address]:32400/web instead.
This way you can complete the setup and link the server to your Plex account. Once this is done you can also access your server from other clients.
