I have some issues using plex outside my local network

if I’m trying to connect to plex with my phone using a VPN or mobile network, the server is not accessible. However, if I manually connect with the IP in the browser then it works, it’s very slow but it works. plex server says it should be accessible outside my network so I don’t know why this is happening. please help me
