No, this is not impossible to avoid.
Components fail, not the entire service.
A properly designed architecture would be resilient enough to deal with component failures such that the service is still available.
This service failure just points to inadequate architecture design / inadequate contingency planning.
When was the last time a robust PKI OCSP or TSA service failed?

So far the issue accessing downloads and the ability to claim my server remain. Hopefully the issue they have identified is an easy & quick fix

Ya, a few tech heads and I have been lamenting about starting up a new pms style client/server setup that is truly independent.
Weâre just starting out, also looking at how to get players for smart tvâs and mobile devices. We figure iOS will be one of the bigger hurdles to jump over.
But the goal is that it is your server to with as you wish, and if your Internet connection up, the server is up, then connections and content will be available. The last couple of plex service failures have kind prodded us to finally look at doing something

I can appreciate the need for parts of the online API bits for clients, etc. But, within the local network an outage like this shouldnât be a thing.
LOL, no. The fix is to put it back to the way it used to be and not have an âalways connectedâ requirement at all.
Itâs not either or and is completely simple.
The best part is, we wonât get the reply we are looking for until itâs too late and alternatives are mature enough for us to all part ways. Itâs very obvious they donât care. They care about the bottom line, and thatâs money. Weâre Plex Pass users. We have zero value to them. Hell, I wouldnât even mind paying regularly for Plex; just not while weâre all treated the way we currently are.
Oh well. Their loss in the long run. 
Iâm really looking at Jellyfin right now. Going to test it out this weekend.

I donât know it has worked for me every time the plex server went down since i did it. It even works if my internet goes out.
I just even tried unplugging my internet and i can still run my plex content on anthing connected to my local network.
May be you never update you plex server version. Whatâs your PMS version?

Plex can be engineered to gather telemetry such as active user count without tying down Plex to be dependent on their servers.

Iâm not sure I agree that plex doesnât care about users. I get the feeling that theyâve just gone the super corporate route, revenue profit driven, and most of us tech heads are probably not the most profitable type of user.
The plex founders have sold their soul to the silley valley VC crowd, and now theyâre being asked to pay up.
This is a recognizable sequence of events for anyone that has started; or worked in a silley valley start-up and seen the days when Anakin gets turned.
