I have an existing Plex media server running on NVIDIA Shield. However, I never watch media on the Shield, but I almost always use my Xbox One to watch Plex.
I’m considering purchasing an antennae and TV tuner to watch and record Live TV through Plex and I was looking for some information on how to set up Live TV/DVR if I continue to use my Xbox One to watch Plex.
Would I set up Live TV through my Xbox (with the Xbox TV Tuner) and then store the DVR’ed content to the Shield? Or would I set up Live TV through the NVIDIA Shield (with the Streaming Box/PC TV Tuner) and then watch Live TV/DVR’ed content through my Xbox and other devices? If I do it through the NVIDIA Shield, would there be a delay in the Live TV feed as it bounces from the Shield to another device?

The TV Tuner must be visible/available to whatever system as the Plex Server (PMS) installed because that is the bit of software that knows how to talk to the tuner.
Once the tuner is configured on the PMS, you would use a Plex app to manage and view recordings and to watch Live TV. WHICH Plex app is capable of doing those things is listed here, in the second FAQ: https://support.plex.tv/articles/226463767-frequently-asked-questions-dvr-live-tv/
