I'm confused! It's Gone! Settings dow\es not take me to where I can assign libraries

The above article states I simply click on Settings and I can configure the Media libraries. My settings icon is a simple wrench not the crossed tools shown in the article. I’m unable to locate any information about what I could possible be doing wrong. It’s extremely frustrating. I always struggle with the ‘simplicity’ of Plex.

4.104.2 is the version of the Web app when accessed via https://app.plex.tv , not the server

If you go to LocalIP:32400/web when on the computer it is installed (replace LocalIP with the actual IP) what do you see?.
