In Use Tuners Improperly Counting Simultaneous Watch Streams

The available vs in use status for Live TV Tuners is counting every live view and recording as an in use slot, even if multiple clients are simultaneously viewing the same content which only utilizes a single tuner. See below example images. Correct behavior would have Plex mirror that of the tuner, in this case HDHR.
