We had our local CBS stations 29.1 and 4.1 (same channel two antenna locations) and our FOX affiliate 59.1 change their frequency on Oct 18th.
I cannot watch live tv on either of these. I’ve deleted the entire DVR setup/ tuners, etc and scanned etc many times the last week and a half and still can’t get it working.
Any ideas? I’m on the latest Plex version, and running on Ubuntu. Other channels work in the live dvr.
I know this doesn’t help you, but I too use the Indy local guide, and my setup was fine after a rescan. 
What tuner do you use?
I’ve seen some posts say a reboot helps, and not in my case.

Is the channel listed but just doesn’t work? or is Plex not matching EPG to it, enabling the channel? The channel needs a matched EPG listing to be accessible.
The channel is there, and it can be recorded properly majority of the time. I think the main issue is Live TV. Very odd. There are some times I think my sister is in remotely watching the same football game, but I can’t watch live on those two channels.
