Initializing Media Server loop - Windows 11

I have two plex servers. One on disconnected PC with Lifetime pass and full library, and a second free version with limited library installed on laptop used while travelling.

Now, I am trying to access the Lifetime pass version on the laptop that previously contained the free setup. (The disconnected PC with the full version has been stolen so I have no need to use Plex on that device in the future.)

When I open PMS and log in with the Lifetime account I do not receive any message to claim server. I used the method to access via the Setup.html and that results in “Initializing Media Server” that eventually fails.

I have reviewed articles and posts in the forum and tried uninstall and reinstall,
windows registry edit, and this below with no success. [Reddit - The heart of the internet]

I am not very tech savvy, so I am really hoping someone can help me get this figured out.
