Internet down! PLEX + Chromecast on LAN only?

Hello! Sorry if it was covered but I can’t find it anywhere.
(Maybe I’m asking wrong question?)

(Short preface):
So, occasionally my ISP fails - there are heavy road building works in the area that are expected to last for at least a year. Recently, roughly 2~3 times a month workers manage to damage shallow laid internet connections. It’s not my ISP fault and they tend to react quickly but sometimes repairs take up to 48hrs if damage was severe.

I thought: Fine! I can still play stuff from my NAS!
Nah!
It seems that despite my LAN and WIFI is alive and kickin’ - chromecast won’t work without internet!
What kind of sorcery is this?
Is it normal? Is it supposed to be like that?
And key question: Is there workaround to this?

Server Version#: 4.47.3
Player Version#: 8.13.1.23036

Server security should be set to ‘Preferred’, not ‘Required’ or ‘Disabled’.

Client Apps should be set to ‘Fallback to insecure on local network only’. <—don’t know if that Chromecast has an app, or if it has that setting, but there’s where I’d look.

I believe that’s a Chromecast limitation. Unlike other devices, Chromecast does not install apps. The app or loaded from Google on demand when you play something, so without internet, it can’t load the player app. If you just played something, the app may still be in the cache and work but if you haven’t used it, then it won’t work.

Thanks. Changed “Fallback…” setting as You suggested in app. Security was set to Preferred already. I’ll unplug internet and try that later  (half of family hooked to net right now… can’t do that to them XD )

IF it’s indeed chromecast “feature” (I’d rather call it “a bug” or “dick move” in bird culture) then chromecast sucks big time. Making “LAN media home system” independent from internet was my goal. Didn’t expect it from chromecast device.
If it comes to that: Any alternative devices to try in that scenario?
E.g. anything more budget-wise than Nvidia Shield?

An actual set-top device that uses an actual app store to download and install apps. Android TV, Apple TV, or Roku all work without internet.

Note that if you have a Smart TV, the apps on there work the same way, where they are not actually installed. Some apps that came pre-installed with the TV may work without internet, but anything you install yourself will run into the same issue.

If you can shop at Amazon - a Roku Ultra Refurb is about $65.
It’s a nice price for a device that is WAY more capable than a Chromecast - IMO.
I’ve got 3 of them locally and 3 more in the wild that Direct Play everything on my server.

Amazon just started where I live but not all sellers are accessible (yet).
If we stick to Roku, all that I can currently get locally (second hand) are:
Roku 3 4200SK or Roku Premiere.

I was looking at those “Android TV” boxes too. Can’t tell though if I should look for some specific brand? They all look a bit “no-name” like various Chinese clones. Don’t trust them… (clones, not Chinese).

Hold out for an Ultra.

Roku 3 is deprecated.
The Premier isn’t an Ultra.

Keep checking Amazon. A Refurb will show up soon. <— I have 6 of them without a Lemmon in the bunch, but Amazon’s return policy is bulletproof and if I need more I wouldn’t hesitate to go again.

At this time - I wouldn’t touch an Android Device for Plex with a 200’ pole.
