Did you setup a remote bandwidth or quality restriction on your server or the iOS Plex settings?
What about the „physical“ upload bandwidth limit (I.e. your ISP‘s internet upload speed for the network connection hosting you server?

If your upstream connection is only 12 Mbps, that explains why Plex is only offering you remote quality options up to 1080p @ 8.5 Mbps (keep in mind that the max bitrate of a video can be significantly higher than the average).

Even if I increase the bandwidth to 1000M in the settings, it still only displays 480p on iOS. The situation is that when using mobile network, you can play back using the original quality, and if you want to transcode the playback, the highest option for transcoding is only 480P. There is no such limitation when using a WIFI remote. Mobile network can play back the original quality properly, it must have the ability to play back quality higher than 480P, but it’s still limited.
In China, our traffic is unlimited, so we don’t have to worry about exceeding the traffic limit. I hope the official can consider our actual usage environment and relax the maximum 480p limit.
