IOS cannot connect after physical server upgrade with restore of backup

Before upgrading server (OS X) I backed up the database and the plist file as instructed in the “Move an Install to Another Computer” - https://support.plex.tv/articles/201370363-move-an-install-to-another-system/
I restored the plex server db and plist file to the new host device and restarted, signed server into plex.tv and everything looks good.

I can access the plex web app just fine on both host and ipad via browser. However the IOS iPad client will not connect. It signs into plex.tv but all libraries show offline and just continually search.

Update
Within the ios app I can view the Movies and Shows just fine, it is only the Home screen that does not load properly.
