iOS song downloads restart periodically

I have enabled the Downloads feature in the iOS app. I downloaded my music at the Artist level for multiple artists. The downloads all completed successfully. But sometimes, when I open the app, a subset of downloads will start again. It’s not always the same artists and it’s not all the songs of a particular artist.

I tried to delete all downloaded content, deleted the app completely, reinstalled and redownloaded all the songs, but I still periodically get downloads that start again when I launch the app.

Ever seen this?

Happens to me too. Even though my music has finished downloading, it will repeatedly start downloading again at random times when I open the app. This makes downloaded albums not possible to listen to until they are finished downloading again.
