iPhone "live" photos uploaded to PMS server, are stored as ".MOV" format

Error in a dialog box on the PLEX web client:
Playback Error
An error occurred trying to play “2019-11-11 11.35.49”
Error code: s1001 (Network)
SKIP RETRY
2019-11-11 11.35.49 is a .MOV file in the PMS folder
Same error occurs for uploads from two iPhones: SE (IOS 12.4.1 / PLEX 6.3) and 7 (IOS 13.2.2 / PLEX 6.4)
On both phones, the the Live photos are A-OKay/viewable in both IOS Photos app and in PLEX app.
Question: is this a setting “problem” in the IOS app or in the PMS settings that I can select/change and eliminate the problem? Or, a bug?
