Is it possible my PS3 isn't powerful enough to play 20mbps 1080p video?

I’ve got an old PS3 that we only use for streaming video content in a theater room. It really struggles with content with high bit rates. I don’t seem to have an issue with this on other devices. Is it possible that the PS3 just can’t process the video fast enough or something? Lowering the bit rate sometimes helps, but sometimes not.

I have a ps4 in another room and don’t run into this problem.

All devices are on wifi with excellent signal strength.
Suggestions?

I would say ps3 plex app is basically dead at this point (its no longer supported/updated). It will more than likely be difficult to watch anything on it. I suggest using your ps4.
