Its asking me to ask the server owner to allow sync for my specific account. I am not sure where that option would be. Can anyone help?

If it is a server which has been shared with you and the server owner has given you permission to sync, yes.
There are articles on syncing and sharing libraries. Here is one I believe is applicable to your question.

The server owner of the server must make this adjustment on his side.
He needs to have a Plex Pass.
Settings - Users - Friends - pick your user name - click on the small pencil icon - go to the ‘Restrictions’ tab on the left side
