Is there any way to run Plex server+clients completely offline in my home network?

A few weeks ago, I had to reinstall the android app in a tvbox (android), and couldn’t skip the sign-in stage in any way (up to now I had an unclaimed server and unsigned clients all happily connected and working even without internet availability).

Then my android tablet app updated and also loss connectivity to the server (debian linux on a raspberry), I ended up claiming and signing everything, as even using allowedNetworks & enableLocalSecurity as per https://support.plex.tv/articles/201105343-advanced-hidden-server-settings/

This week my ISP started working in the neighborhood and internet was spotty, and there was no way to use my system in any way, so my frustration reached peak level.

So my question… is there any way to run PMS and clients on a home network to play my local library without needing internet connection or being signed in any way? (I don’t care about live TV or trailers of new releases or anything like that)

Or did Plex “evolve” to point where that functionality is not possible or won’t be possible in the near future?

https://support.plex.tv/articles/200484903-internet-and-network-requirements/ clearly states that with my setup (client in android-tv box), internet is needed, and the servers seems to be requiring claiming sooner or later (New Claiming Requirement for Windows)

It seems that invest time in moving to another platform will be wiser than keep fighting for Plex to run without internet like in the past.
