Plex unusable if internet connection unavailable

I use Plex primarily as a movie son for my son. He is in a wheelchair but loves his movies. He has a large movie collection which we store on Plex however I need his Movie server to be rebust and be able to survive internet outages.

However a while ago we had to move away from Plex as I would find that when the internet connection in the house goes down (which happens time to time for various reasons) so players would refuse to connect to the server and login to the server was also denied.

We don’t share our library on the internet, only need access in the house and I really like the support Plex has for various streaming devices but this issue is stopping me from using please. Is there a way to use Plex locally? Without an internet connection?

I am interested in this as well. I have a server that very rarely has internet available. I’ve tried it without claiming it and signing in, signing in to it and client in the rare instance of connection, and combinations of clients/servers signed in then not connected. I cannot find a combination that allows the use of the server on the LAN consistently unless there is a valid internet connection. Even the plex-web client won’t allow use of the server, on the same machine, unless it can be signed in to the account. That seems rather counter intuitive.
