I been looking around, did manage to find a very old thread out there about someone having a similar issue but I didn’t spot a fix so figured I would come to the old forum to see if this is a known issue going on with the 2019 Nvidia Shield Pro.
Basically I can get the Auto Frame Rate option in the Plex app on my Shield to switch content correctly. That isn’t an issue, when its 60 hz my tv reports the switch to 60 and 24 hz content shows up as 24 hz on my display. But I noticed I can’t get Dolby Vision to trigger when I use the Auto option in the app.
I played hell this week trying to re rip my discs to a supported DV with Atmos MKV, found out I was getting it right but the refresh rate option was not allowing it to trigger the Dolby Vision. Soon as I started to manually choose the proper frame rate via the settings in the Shield Display options it would show the DV tag on my TV.
Is the Auto Refresh Rate only able to trigger the HDR10 options on the Shield or something I may need to do so it will trigger correctly on Dolby Vision content. I do get HDR10 with Auto Switching the frame rate via the PLEX option, yet to ever see DV though.
Any help here is appreciated, least I figured out that its that option and not the process of my rips…trust me that took a day just to sort through there till I noticed that was on lol.

Yea its seeming its some handshake situation going on, I even tried an app to control the frame rate switching but it seems between my Pioneer Avr, both my LG and Hisense TV’s its not taking for DV content when trying to auto switch framerates. I yet to see it even once pull the DV flag that way.
But I guess its all good, it works flawless if I manually change it myself. Only thing I can figure is maybe when it auto changes on my setup its handshake isn’t either returning on the HDMI quick enough or some reason it just locks into an HDR10 profile.
A major plus though, DV titles are 100% working for me though, Profile 7 now seems to take if I convert via DVDFab instead of MakeMKV…and I am not that lazy, I can change a setting myself now and then lol. Just odd, but hopefully maybe along the way either PLEX or NVIDIA finds a pure universal line of code in this one that works for all. Till then, I guess its in the Nvidia settings for me.

I got with some other users having a similar issue. We found out if you map the Nvidia Shield remove with the Experimental Beta option to MATCH FRAME rate per the instructions here:
This seems to be a flawless work around to still trigger the DV and frame rate matching. From what I gather PLEX just is not switching frame rate via the DV resolution profile and just working with the HDR10 version of it. Probably due to it being a system related menu option.
Either way its all good now, I seem to be able to remember every time I launch a film now to long press my menu button and so far I haven’t seen it miss DV when its an option in my films. Hope that helps others that may be looking for a work around on this one
