I was able to fix this on Nvidia Shield Pro by going to the play store on my PC and installing to the Shield from there. When I went there from the Shield itself, the only option was to uninstall.
My issue came when using the NVIDIA Shield, and Google App Permissions.
On my Nvidia Shield I went to
Settings → Apps → See All Apps → Scroll Down → Show System Apps → Plex Media Server → Permissions → Files and Media → Allow all the time
Then I go back to plex.tv and try to add a new Library and the language dropdown was populating again, allowing me to assign Library folders.
