It’s not because of vpn, proxy server, web filtering, browser extensions, etc.

Having same problem. I am not able to modify existing filepath nor can I add a new library item because the language is empty and the add folder icon is grayed out.
Seems to have also killed my OTA streaming from antenna. ugh…

I’m also having this issue with v1.40.2.8395. Any fixes?? I just migrated my plex to a new machine, so I need to update my library folders to point to right place.

So, after doing a bit more research, I think it has to do with permissions access for folders. When I made all of the folders in the Library data full RW access, the language dropdown appeared. Now, to do a little more research into permissions so that I don’t have to leave everything full RW.
anything further on this one. Just tried setting up a plex server on a shield pro and ran into this issue!?!?!
My issue came when using the NVIDIA Shield, and Google App Permissions.
On my Nvidia Shield I went to
Settings → Apps → See All Apps → Scroll Down → Show System Apps → Plex Media Server → Permissions → Files and Media → Allow all the time
Then I go back to plex.tv and try to add a new Library and the language dropdown was populating again, allowing me to assign Library folders.
