OK, so I have this issue where my libraries are always going off line for people that I have shared my libraries with. I have the latest version of the software installed. Yesterday I uninstalled all the Plex software from my system and reinstalled it all fresh. Now I added my library, which at this point i now have 3 libraries, 2 are offline completely and cannot be connected to, nor can I completely remove these old unneeded libraries from the system, which to me is stupid, but now my newest library that I shared is still offline and cannot be accessed on anything but my plex computer.
I am about to just give up on it, seems like no one really uses it much anymore anyway.
But I bought a lifetime membership so it seems like it should be usable.
Seem like there really isnt much support for this sort of issue that I can find. All I heard was to reinstall it, which just created more issues.

A good candidate for checking is your router.
Many routers nowadays will disable an automatically established port forwarding (using UPnP) after a few hours.
If your friends can access your server only for a while after you have stopped and restarted it, you should switch to a manually created port forwarding.
The log files show the remote access process did not complete.
As OttoKerner mentions, check the setup in your router, and consider using manual port forwarding. Manual port forwarding uses a fixed port and does not rely on negotiation between your Plex server and the router. It is generally more reliable than the automatic process using UPnP/NAT-PMP.
You can delete libraries from the server in Settings → Libraries.

Maybe I am wording it wrong…but by Libraries I meant these items that dont existing anymore with the yellow exclamation marks.
I have 2 that I just cannot remove and its just dumb that that I cannot see a way to do it…you cannot connect to them any more, but they are in my account and cannot be removed from anything I can see.
The first link that @FordGuy61 posted above should be sufficient.
Remove the old server instances there.
(But only the old ones. You might want to change the “friendly name” of the current server, to be able to distinguish it better.)
Then reload the Plex client, to force it to refresh the server list.
The PLEXTV entries are Plex servers.
Movies / Music / TV Shows are libraries.
As Otto mentions, go to Settings → Authorized Devices and remove the old servers.
OK thank you, that got rid of the old servers…I thought they were libraries…terminology…lol
But still, even with port forwarding I cannot share the server with anyone. Maybe its my router, I may have to go back in a check those settings, maybe something changed when I removed and reinstalled the software.

Can you provide a screenshot of the port forwarding rule in your router?
Also a screenshot of the Remote Access page in your server settings (select Show Advanced first, to show IP addresses and port numbers ).
Mask any public IP address.
Do not mask any private address (192.168.x.x.). It is not a security issue for those to be visible.
As an example of manual port forwarding, here’s the port forwarding statement in my Asus router and Plex remote access settings:
Name = Anything. Not important.
External Port: The external port you wish to use for Plex. 32400 is default.
Internal Port: Always 32400.
Internal IP Address: The IP address of your Plex Media Server
Protocol: TCP
Source IP: Blank. May be “any,” “all,” etc on other routers. You do not want to specify specific IP addresses, because you do not know the IP address of your remote clients. For example, the IP address of your mobile phone may change as you move around and switch between towers.

Manually Specify Public Port: Check the box if using manual port forwarding. The port number must match the External Port setting in the port forwarding rule.
